Elastic IP Address
AWS Elastic IP Address provides static public IPv4 addresses that you allocate to an account and associate with EC2 instances, network interfaces, or load balancers for internet-facing workloads. The address persists independently of the resource lifecycle and remaps to maintain a stable public endpoint during instance replacement or failover, with per-region quotas and idle-address charging governing the operating model.

Differences vs Huawei
Huawei EIP is the direct counterpart but scopes a broader resource binding model: an EIP can bind to ECS, BMS, NAT Gateway, ELB, or a virtual IP, and is purchased independently rather than tied to an instance quota the way AWS couples EIP allocation to account limits. Huawei decouples the address from bandwidth via separate bandwidth plans and shared bandwidth, whereas a single AWS Elastic IP carries one internet gateway route with bandwidth governed by the attached instance or attached EBS-optimized networking. AWS exposes an AllocateAddress/AssociateAddress API pair; Huawei exposes EIP APIs plus distinct bandwidth, shared-bandwidth, EIP pool, and Global EIP objects.
Quota and idle-charging behavior diverge materially. AWS applies a small per-region EIP quota (default five) and bills addresses that are allocated but unattached, nudging customers toward releasing unused IPs. Huawei sets EIP, shared-bandwidth, and EIP-pool quotas per region (account-tier dependent, raisable by ticket) and charges the EIP resource, the bandwidth plan, and processed traffic separately; there is no AWS-style idle-EIP surcharge, but bandwidth cost dominates. Huawei also offers shared data packages and dynamic versus static BGP selection, concepts absent in the AWS Elastic IP model.
Operational scope differs: AWS Elastic IPs are regional and, with BYOIP, can advertise imported ranges; cross-region mobility requires remapping and is not natively supported. Huawei adds Global EIP plus global internet bandwidth and global internet gateway objects for cross-region communication on IPv4, plus EIP pools for reserved, pre-allocated address sets. Security-national compliance, carrier BGP diversity, and data-package billing make Huawei EIP operate more like a managed public addressing + bandwidth product than AWS's address-only abstraction, so integrations with ELB, NAT, and ER must be re-planned rather than assumed equivalent.
Migration to Huawei
Inventory every AWS Elastic IP: allocation ID, associated instance/ENI/ELB, reverse-DNS records, BYOIP-advertised ranges, tags, IAM policies, and per-region quota usage. Decide per address whether Huawei EIP, Global EIP (cross-region reach), or an EIP-fronted NAT Gateway/ELB is the correct target, since Huawei treats address, bandwidth, and binding target as separable objects. Confirm region availability, BGP type (dynamic vs static), and quota headroom before cutover; request quota increases by service ticket where allocations exceed defaults.
Plan the bandwidth model explicitly: choose dedicated per-EIP bandwidth, a shared bandwidth pooling multiple EIPs, or a shared data package for traffic-billed EIPs, because AWS has no direct equivalent and bandwidth cost drives Huawei TCO. Recreate association targets (ECS, BMS, ELB, NAT Gateway, virtual IP) in the target region first, then provision EIPs and bind. Treat reverse-DNS and any BYOIP ranges as migration items requiring Huawei support engagement; do not assume automatic parity.
Migrate configuration via API or console: allocate EIPs, set bandwidth size and BGP type, bind to the recreated resources, and reproduce security-group and route-table controls (Huawei uses security groups and VPC route tables, not AWS network ACLs equivalents). Validate DNS TTL lowering, swap the public endpoint, and verify inbound/outbound connectivity and BGP convergence before retiring the AWS Elastic IP. There is no automated one-click EIP-to-EIP migration tooling; the move is rebuild-and-rebind.
Account for cost and operational gaps: AWS idle-EIP charges disappear but Huawei bills EIP resource-hours, bandwidth plans, and processed traffic, so recompute cost at peak load and retention horizon. EIP pools and Global EIP can replace some BYOIP and cross-region patterns, but BYOIP bring-your-own-range and AWS Organizations SCP controls have no identical Huawei feature, so govern with IAM-equivalent policies, enterprise projects, and tagging. Validate quotas, carrier routes, and failover behavior in staging before production cutover.
